Challenger picks up petition in sheriff's race

A veteran former Knox County deputy who lost his job after an alleged choking of a University of Tennessee student has obtained a petition to run for sheriff in the May 1 Grainger County primary. Frank Phillips was fired by Knox County Sheriff J. J. Jones following the alleged incident, but was later reinstated and allowed to retire with more than 30 years of service.
